Scheme of irrigable land under command and betterment charges on construction or improvement etc. of a canal.— When the construction of a new canal or the improvement of extension of an existing canal is undertaken, the Government shall direct an officer empowered in this behalf to prepare a scheme showing the lands under the irrigable command of the canal and the betterment charges leviable on such lands and such other details as may be prescribed.
