After an application has been sanctioned, full water-rates shall be payable for the area and period sanctioned by the Canal-Officer whether the area is irrigated or not provided water was available during the period. No water-rate shall be charged in the case of perennial crops when the applicant gives a written intimation to the Canal-Officer within one month from the date of sanction to the application that water is not required.
