Prohibition of sale etc., to certain persons.— No licensed 69[vendor or a manufacturer] and no person in the employ of a 70[vendor or a manufacturer] and acting on his behalf shall sell or deliver any excisable article or foreign liquor— (a) to any person apparently under the age of 71[21 years], or (b) to any person of unsound mind.
