Inspection of books, issue of passes, etc.— The Commissioner or the prescribed officer may require the proprietor of an entertainment to produce for inspection all his books and records and all tickets or portion of tickets in his possession relating to the entertainment and to issue passes in favour of person who have to perform any duty in connection with the entertainment or any other duty imposed upon them by law whenever an occasion arises.
