Mamlatdar of concerned Talukas — Member Secretary. The decision of the Committee will be implemented by the Member Secretary. This Committee will remain in force till the amendment to the Goa, Daman and Diu Agricultural Tenancy Act, 1964, is done. Circular A question has arisen as to whether a tenant who is the deemed owner of land under the Goa, Daman and Diu Agricultural Tenancy Act, 1964 (Act 7 of 1964), can revert the land back to the original landlord. The matter has been examined and it is hereby advised that under no circumstances can a tenant who is the deemed owner of the land under the Act, 1964 revert the land back to the landlord but the land shall be disposed off in the manner provided in sub-section (2) of section 18 J of the said Act, 1964 in circumstances specified in sub-section (1) of said section 18 J of the Act, 1964. Hence, a compromise decree leading to deletion of the name of the tenant from Forms I & XIV is inconsistent with the provisions of law. Moreover, by virtue of section 2 of the Goa Land Use (Regulation) Act, 1991 (Act 3 of 1991), no land which is vested in a tenant under the provisions of the Goa, Daman and Diu Agricultural Tenancy Act, 1964 (Act 7 of 1964) shall be used or allowed to be used for any purpose other than agriculture. The above information is circulated for guidance when considering any proposals for reversion of land to the original landlord by the tenants. E.
