Bulk sale of fertillsers Notwithstanding anything contained In this Order:- a. a retail dealer may retain at any time one bag or container of each variety of fertiliser in an open and unsealed condition for the purpose of sale; b. a manufacturer/importermay sell the fertillser manufactured/imported by him in bulk to a manufacturer of mixture of fertilisers, compound / complex fertilisers or special mixture of fertilisers; and c. the Central Government may by notification published in the Official Gazette in this behalf authorise a manufacturer/importer to sell any fertiliser manufactured/ imported by him In bulk also direct to farmers for such period as may be specified in that notification:Provided that a certificate indicating the minimum guaranteed percentage of plant nutrients is issued by the manufacturer/importer to each farmer at the time of such sale.
