Research and Development - (1) The appropriate Governments and local authorities shall promote and sponsor research, inter-alia in the following areas: (a) prevention of disability; (b) rehabilitation including community based rehabilitation; (c) development of more user-friendly, effective and economical assistive devices using new technologies including information communication technologies; (d) identification of employment opportunities and jobs for persons with disabilities; (e) onsite modification in offices and factories. (2) Appropriate Governments shall promote development of universally designed goods, services and facilities which require the minimum possible adaptation and the least cost to meet the needs of persons with disabilities. 54 S.
