Record of rights.— (1) A record of rights in land as owner, occupant, tenant, Government lessee (including a holder of land under an emphytensis or provisional concession), mortgage or howsoever, shall be maintained in every village in the form of a separate card in Form I for each survey number or as the case may be, sub-division of a survey number or where the land is not surveyed, for each field, and such record of rights shall include the following particulars, namely:— (a) Survey number, sub-division number, name of the field, area of the land and the tenure on which it is held; (b) Names of all persons who are owners, occupants, Government lessees or mortgagees of the land; (c) Names of tenants, if any, on the land; (d) Names of persons holding an encumbrance of any other charge or right on the land; (e) The nature and extent of the respective interests of such persons and the conditions or liabilities, if any, attaching thereto; (f) The rent, if any, payable for the land. (2) The first preparation of a record of rights in any village shall be made in accordance with the procedure prescribed in rule 29 by the Mamlatdar or any other officer as may be specified by Government in this behalf. (3) The record of rights shall be maintained uptodate in accordance with the provisions of rules 28 and 29.
