The foreman of a chit or any subscriber in a chit or the heirs or legal representatives of any foreman or subscriber may, on payment of such fees as may be prescribed,-- (a) inspect the documents of the concerned chit kept by the Registrar; or (b) obtain a certified copy or on extract of any such document or record.
