{J) If any difficulty adses in giving effect to the provisions of this kt. the Central Government may; hyord.er published in the Official Oazette, make such provisions. not inconsistent with the provisions of this Act. as may appear to it to be necessary for removing the difficulty: Provided that no such order shall be made under this section after the expiry of a period of two years from the commencement of this Act.
