Where an offence under this Act or under any regu- lations made thereunder which has been committed by a corporate body or by any association of persons (whether incorporated or not) is proved to have been committed with the consent or connivance of, or to be attributable to any neglect on the part of, any director, manager, secretary or other similar officer of that body or association or any person who was purporting to act in any such capacity, he as well as that body or association shall be liable to be prosecuted and punished accordingly.
