If at any time during the currency of the loan, the value of the security falls below the outstanding Lalance of the loan, the Director may either proceed to recover in the manner laid down in sections 23, 24 and 25 so rauch of such balance as is not adequately covered by the then existing value of the security or accept such ad- ditional or collateral security as he may deem sufficient.
