Taxing Authorities. - (1) For carrying out the purpose of this Act, the Commissioner may be assisted by such other person or persons as the State Government may appoint in this behalf. (2) The Commissioner and the person or persons appointed under sub-section (1) shall exercise such powers and perform such duties as may be assigned to them under this Act. [8. Registration of owner. - No owner of a motor vehicle shall carry passengers or goods in or through the territory of the State of Haryana unless he obtains a registration certificate as hereinafter provided.]
