(1) The '[Central Government]may make rules to carry out the purposes of this Act. (2) In particular, and without prejudice to the genera- lity of the foregoing power, such rules may provide for all or any of the following matters, namely— (@) the portion of the expenses incurred in connec- tion with the taking of census which may be charged under this Act to the funds of any Jocal authority ; (b) the manner in which sums charged under this Act shall be computed and paid ; (¢) the manner in which and the extent to which any duty connected with census may be per- formed by a local authority,
