(7) The owner or person in charge of ever . ginning factory shall submit to the prescribed a COtton within the prescribed time and in the Prescribeq tity, weekly] returns showing the quantity of Colton oem in the factory during the preceding [ week] and frome commencement of the season to the end of the week].
