(1) The [Central Government] may by DOtificy. tion make 2rules for the purposes of carrying into effoct the provisions of this Act. (2) In particular and without prejudice to he generality of the foregoing power, the '[Central Govery. ment] may make rules regulating or determining all or any of the following maters :— (@) the mode of making a deposit under sub- section (2) of section 3 ; (h) the scale of tractor cultivation charges (c) the mode of making a refund under sub- section (2) of section 4 ; (d) the manner of making payment under FOEE R E ¥ section
