The Registrar shall have all the powers of a Civil powers. Court for the purposes of receiving evidence, attesting affidavits, administering oaths, enforcing attendance of wit- nesses and compelling the discovery and production of documents, and shall be deemed to be a Court within the meaning of sections 480 and 482 of the Code of Criminal Procedure, Act V of 1898.
