Except as provided in section 95, the Civil Courts shall have jurisdiction in all suits between landlords and tenants as such : Provided that.-- (a) a Judge of a Civil Court of original jurisdiction shall not, unless he is also a Revenue-officer or Settlement-officer, hear any such suit ; and (b) the Local Government may, subject to the other provisions of this Act, direct that all or any class of such suits shall be heard and determined only in such Courts competent to try the same as it thinks fit, and not otherwise.
