Members and employees of Council to be public servants.- The Chairman, Vice-Chairman, Members, the Member Secretary-cum-State Project Director and other employees of the Council shall be deemed, when acting or reporting to act in pursuance of any of the provisions of this Act, or any rule or regulation or order or direction made or issued under this Act, to be public servants within the meaning of section 21 of the Indian Penal Code.
