Power to make Rules,- (l) The State Government shall have the powers to make Rules to implement the provisions of this Act. (2) The Cadre Controlling Authority may make such regulations which are not inconsistent to this Act or the Rules rnade under theAcf for the purpose of making nccessary orconsistent provision on all subjects for the efrective implementation of the Act and the Rules.
