Power to declare intoxicant.—Notwithstanding anything mentioned under subsection (40) of section 2 of this Act,the State Government may, by notification, declare for the purposes of this Act or any portion thereof such items or commodities or chemical ingredients, which can be used as a substitute for alcohol, to be intoxicants with such restrictions or conditions as may be specified in the notification.
