Powers, Functions and Duties of Up- Pramukh- The Up-Pramukh of the Panchayat Samiti shall- (a) in the absence of the Pramukh, preside over the meetings of the Panchayat Samiti; (b) exercise such powers and perform such duties of the Pramukh of the Panchayat Samiti as the Pramukh from time to time may, subject to the rules made by the Government in that behalf, delegate to him by an order in writing; and (c) pending the election of the Pramukh, or during the absence of the Pramukh from the Panchayat area or by reason of the Pramukh being on leave for a period exceeding fifteen days, exercise the powers and perform the duties of the Pramukh; Provided that as soon as the Pramukh returns from absence, he will resume the exercise of all such powers and shall start performing all the functions and discharging all the duties of the Pramukh. 45
