Decision to be by majority.— When in any matter heard by a Bench of two members, a difference of opinion arises between them on a point or points either member desire that the matter be referred it shall be referred to and heard by full Bench. Explanation:— In case the post of one member is vacant, the view of the Chairperson shall prevail.
