Amendment in sub section (1) of section-14 of the Bihar Land Disputes Resolution Act, 2009.- (1) The present proviso to sub section (1) of section 14 of the said Act, 2009 shall be substituted by the following:- " Provided that the Commissioner may condone the delay in filing the appeal beyond the period of 30 (thirty) days if he is satisfied that there was sufficient cause for not filing the appeal within the prescribed period:" (2) The following new proviso shall be added after the proviso to sub section (1) of section - 14 of the said Act, 2009:- " Provided further that a person, who was not a party to a case in the court of Competent Authority and is adversely affected by an order passed by the Competent Authority, may file an appeal before the Appellate Authority, after obtaining leave from the Appellate Authority. The Appellate Authority shall dispose of the petition filed before him, for granting the aforesaid leave to file an appeal directly, within 21 (twenty one) working days of filing of such petition.
