Removal of difficulty :- (i) If any practical difficulty arises in implementation of the provisions of this Act the State Government may, as occasion may require, by notification published in official Gazette, do anything which is not inconsistent with the provisions of this Act for the purpose of removing the difficulty. (ii) If any doubt arises in context of constitution or interpretation of the provisions of this Act then it may be reffered to State Government for decision.
