Insertion of a new section-4A after section-4 of the Bihar and Orissa Act II of 1915.- (i) After section-4 the following new section-4A shall be inserted, namely:- “4A. Power to declare intoxicant. -Notwithstanding anything mentioned under section-2, the State Government may, by notification, declare for the purposes of this Act or any portion thereof such items or commodities which can be used as a substitute for alcohol, to be intoxicants.”
