WATER-POWER CONCESSIONS TO BE GRANTED ONLY TO 1[THE BOARD OR A GENERATING COMPANY. -The State Government shall not grant any concession for the, development or use of water-power for any electrical purpose to any person other than 1[the Board or a Generating Company], unless the State Government is of opinion that it is riot expedient for the Board 2[for the Generating Company so to develop] or use the water-power concerned.
