AUTHENTICATION OF ORDERS AND OTHER INSTRUMENTS OF THE BOARD. - All orders and decisions of the Board shall be authenticated by the signature of the Chairman or any other member authorized by the Board in this behalf, and all other instruments issued by the Board shall be authenticated by the signature of such member or officer of the Board as may in like manner be authorized in this behalf.
