POWER OF STATE GOVERNMENT TO RULES. - (1) The State Government may, by notification in the Official Gazette, make rules to carry out the provisions of this Act. (2) In particular and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely: - (a) The salary, allowances and other conditions of service of the Members Linder sub-section (2) of Sec. 19; (b) The form and manner in which and the authority before whom the oath of office and secrecy should be subscribed under sub-section (4) of Sec. 19; (c) The form in which and the time at which, the State Commission shall prepare its budget under Sec. 33; (d) The form in which annual statement of accounts to be prepared by the State Commission under sub-section (1) of Sec. 34; (e) The form and the time within which annual report shall be furnished under sub-section (1) of Sec. 36: (f) Any other matter which is to be, or may be, prescribed, or in respect of which provision is to be made by rules.
