POWER OF CENTRAL COMMISSION TO REGULATIONS. - (1) The Central Commission may, by notification in the Official Gazette, make regulations consistent with this Act and the rules generally to carry out the purposes of this Act. (2) In particular and without prejudice to the generality of the foregoing power such regulations may provide for all or any of the following matters, namely: - (a) The powers and duties of the Secretary under sub-section (1) of Sec. 8; (b) The salaries, allowances and other conditions of service of the Secretary, officers and other employees under sub- section (3) of Sec. 8; (c) The terms and conditions of the consultants appointed under sub-section (4) of Sec. 8; (d) The rules of procedure to be observed by the Central Commission tinder sub-section (1) of Sec. 9; (e) The manner in which charges for energy may be determined
