Cognizance of offence. _ No Magistrate shall take cognizance of an offence punishable under the Act, except- a. upon a report in writing of the facts constituting such offences made by a police Officer not below the rJnk of Deputy Superintendent of police; or b, upon information received from any person other than a police officer or from any gazetted officer that such offence has been committed.
