Comments & case-law {The whole gamut of this Act and the Rules framed thereunder as also the model Byelaws for the co-operative societies would show in the ultimate analysis, that they rested on the larger principles of co-operation which are sought to be codified and given a legalistic form by the statutory provisions. The golden web that runs through the fabric of the co-operation movements is that of self- help and mutual help through democratic management and a conscious eschewing of the profit motive. The preamble, the scheme and other available material must be examined to see if there are any discernible guidelines. Power granted to State Government to exempt a Co-operative society from application of provisions of the Act or application of its provisions with modification will not make that provision void on the ground of excessive delegation. The Act virtually provides a complete Code for both election to the Board of Directors of the Co- operative movement; and the resolving of election disputes in appellate forum.
