Where after the filing of application for review the Registrar who passed the order is transferred to another place, the Joint Registrar who is invested with the powers of review, would be legally competent to hear the review application. 1959 BLJR 291: ICR 38 Pat. 877. Assistant Registrar, acting under section 48 of the Act, can go behind an earlier decision of his predecessor in respect of the dispute, 1956 BLJR 627.
