Decree when to be made - If after the examination [referred to in] Section 163, and after the examination of any witness, who may attend to give evidence on behalf of the parties, and after a consideration of the documentary evidence adduced, a decree can properly be made without asking further evidence, the Deputy Commissioner shall make a decree accordingly.
