Statutes - Subject to the provisions of this Act, provisions may be made by the Statutes of the University for any matter whatsoever connected with the affairs of the University particularly for the following matters :- (i) constitution, powers and duties of the Authorities and other bodies of the University, as may be constituted from time to time; (ii) constitution, composition and functions of other bodies or committees, necessary or desirable for improving the academic life of the University; (iii) designations, powers, functions, duties, manner of appointment and selections, and terms and conditions of service of the officers of the University and Colleges/institutions other than Chancellor and Vice- Chancellor; (iv) classification, qualification and manner of appointment, terms and conditions of services and duties of teachers and non-teaching staff of the University; (v) terms and conditions of service of the Vice-Chancellor; (vi) establishment, amalgamation, sub-division or abolition of faculties, Departments/Research Stations/Centres or other units of the University; (vii) establishment of pension and insurance schemes for the benefit of officers, teachers and other employees of the University and the rules, terms and conditions of such schemes; (viii) holding of convocations to confer degrees and diplomas; (ix) conferment and withdrawal of honorary degrees and academic distinctions; (x) creation of post, conditions of service, remunerations and allowance including travelling and daily allowances to be paid to officers, teachers and other persons employed under the University; (xi) conditions and manner of appointment and the duties of examining bodies and examiners; (xii) management of Colleges / Centers / Departments / Regional Stations/other institutions founded or maintained by the University; (xiii) constitution of Selection Committee for appointment of teachers and other staff; (xiv) institution of fellowships, scholarships, studentships, medals, prizes and other incentives; (xv) all other matters for which Provision may be made by this Act or by the Statutes; 39.Statutes how made - (1) The first Statute shall be made by the Government on the recommendation of the Board. (2) The Board may, from time to time, make new or additional Statutes or repeal the Statutes referred to in sub-section (1). Provided that the Board shall not make, amend or repeal any Statute affecting the status, powers or constitution of any authority of the University until such authority has 42 बहार गजट (असाधारण), 29 अग# त 2016 been given an opportunity of expressing its opinion in writing on the proposed change, and any opinion so expressed shall be considered by the Board. (3) Every new Statute or addition to the Statutes or any amendment or repeal thereof shall require the assent of the Chancellor. (4) A new Statute or Statute amending and repealing an existing Statute shall have no validity unless it has been assented by the Chancellor: Provided that if the Chancellor does not convey his decision/ assent within Ninety days of the reference received by him the Chancellor shall be deemed to have given his assent to the Statute, to an amendment proposal or proposal for repeal of a Statute. (5) All Statutes made under this Act shall be published in the official gazette.
