Penalty. - Any person who without power or authority damages or obstructs any work under a plan or contravenes any of the provisions of this Act, or any rule or orders made thereunder shall, on conviction, be liable to imprisonment for a term which may extend to one month or to a fine which may extend to five hundred rupees or to both and where the offence is a continuing one to further fine which shall not be less than rupees twenty-five for every day during which the offence continues after the dale of the first conviction.
