(1) The Council shall hold its meetings at such intervals and at such places as may be provided by regulations. (2) No business shall be transacted at any meeting of the Council unless a quorum of five members is present. (3) Save as provided in sub-section (2) of section 23, all questions arising at any meeting shall be decided by votes of the majority of the members present and voting, and, in the case of an equality of votes, by the casting vote of the President or, in his absence of the Vice-President and in case both are absent, of the member presiding at the meeting.
