(1) The Government may at any time and shall, on the expiry of ten years from the commencement of this Act and thereafter at the expiration of every ten years, by order published in the official Gazette, constitute a Commission which shall consist of a Chairman and such other members not exceeding five, as the Government may appoint, and such order shall define the procedure to be followed by the Commission. (2) The Commission constituted under sub-section (1) shall inquire into and report on, - (i) the working of the University during the period to which the inquiry relates; (ii) the financial position of the University; 35 (iii) any chance to be made in the provisions of this Act or the Statutes, Ordinances, Rules made thereunder with a view to bringing about improvement in the affairs of the University; and (iv) such other matter as may be referred to it by the Government, and make such recommendations to the Government as it thinks fit. (3) On receipt of the report and the recommendation of the Commission under sub-section (2), the Government shall forthwith refer such report and recommendations to the Executive Council for consideration and report. (4) Immediately after the Executive Council has considered the report and recommendation of the Commission and submitted its report to the Government, shall consider the report of the Executive Council and pass such orders thereon as they think fit and shall also cause the same to be published in the official Gazette.
