If it is established that there has been community involvement in causing such offences under this Act, everyone of the community involved may be fined as punishment which shall not be less than Rs. 5,000/- to each but may extend to Rs. 30,000/ - and who so ever fails to deposit the said fine shall undergo one year imprisonment in addition to the punishment imposed upon him by the court fixing specific accusations in the proceeding.
