Appea ls.— (1) Subject to the provisions of sub-section (2), an appeal shall lie— (a) from every decision of an Inspector under this Act, to the Assis­ tant Controller, and from every decision of the Assistant Con­ troller to the Controller; (b) from every decision of the Controller under this Act, not being a decision m ade in appeal under clause (al, to the State Govern­ ment or any authority specially authorised in this behalf by the State Governm ent. (2) Every such appeal shall be preferred within thirty days from the date of service of the decision on the person concerned. (3) Every appeal to the Assistant Controller shall be affixed by a Court fee stamp of rupees four and every appeal to the C ontroller or to the State Government or to any authority specially authorised by the State Government under clause (b) of sub-section (I) shall be affixed by a Court fee stamp of rupees ten. (4) On receipt of any such appeal, the appellate authority shall, after giving the appellant a reasonable opportunity of being heard and after making such enquiry as it deems pro per decide the appeal.
