In the event of the requisite number of the members not being elected under any of the clauses (c) and (d) of Section 4 or, if any of the electoral bodies referred to in clauses (c) and (d) of Section 4 does not, by such date as may be prescribed elect a person to be a member of the Council, the State Government shall fill up the vacancy or vacancies by nominating the required number of registered veterinary practitioners, and any person so nominated shall be deemed to be a member as if he had been duly elected by such body.
