A person shall be disqualified for being elected or fication fo r nominated as a memb er of the Council, if he— being elected (a) is not registered under this Act ; or (b) has been convicted and sentenced by any court for any non-bailable offence, such sentence not having been subsequently reversed or quashed ; or (c) is an undischarged insolvent; or (d) is of unsound mind adjudged and certified by a com petent co u rt : Provided that the State Government may condone the disqualification referred to in clause (b) if the sentence has been fully undergone and a period of two years has elapsed since the termination of such sentence.
