In the principal Act, in section 106, in sub··section ( 1 ), for the punctuation mark "." occurring at the end of the first proviso, the punctuation mark ":" shall be substituted and thereafter the following proviso shall be inserted, namely:- "Provided further that any rule under this Act may be made so as to have the retrospective effect. n
