(1) The Board may associate with itself in association such manner and for sueh purposes as may be of persons . with Board determined by regulations, any person whose ' for particu- assistance or advice it may d~sire in performing ar purposes . . . . ·any_ of Its functwns under this Act: Provided that the number of persons so asso-' ciated shall not be more than four. (2) The Board maY invite any person to offer his views on any subject discussed at any meeting of the Board.
