In Section 4 of the principal Act— (a) clause (a) shall be deleted and the existing clauses (b), (c), (d), (e) and (f) shall be renumbered as (a), (b), (c), (d) and (e) respectively ; (b) after item bered, as item (ii) of clause (a) as so the following shall be (Hi) ■- renum- inserted “ (iii) the State or the Central Govern ment ; U.
