The Government shall have the power to make rules to give effect to the provi sions of the Act as it may consider necessary: Provided that such rules shall be laid as soon as m ay be, after they are made, before the Assam Legislative Assembly while it is in session for a total period of fourteen days which may be com prised in one session or in two successive sessions, and it before the expiry of the session in which it is so laid, or in session immediately following.
