Subject to the provisions of this Act, rules :ilihgmifif and directions of the State Government, the functions thority. of the Authority shall be to promote and secure the development of the area accozding to the Master plan and for that purpose it may carry out or cause to be carried out surveys of the area and to prepare report or reports of such surveys, and to perform any other function which is supplemental, incidental or conse- quential to any of the functions aforesaid or which may be prescribed.
