Right o f occupier to execute works in default o f owner.— When default is made by the owner of a building or land in the execu tion of any work required under this Act to be executed by him, the occupier oi such building or land may, with the prior approval of the Authority cause such works to be executed, and the expenses thereof shall, in the absence of any contract to the contrary, be paid to him by the owner, or the amount may be deducted out of the rent from time to time be coming due from him to such owner.
