On and from the date of commencement of this Act, there shall be no new under-tenant holding land under an occupancy ten ant or a non-occupancy te nant: Provided that any under-tenant holding any land prior to the enforcement of this Act, shall, how ever, continue to hold the same on the same term s and conditions as imm ediately before the commencement of this Act until he acquires the interm ediary and ownership rights of his holding under the provisions of Chapter V I.
