(1) The Commission may, with the previous approval of the State Government, by notification in the Official Gazette make regulations not inconsistent with this Act and the rules made thereunder to provide for all matters for which provision is expedient for the purposes of giving effect to the provisions of this Act. (2) In particular, and without prejudice to the generality of the foregoing power, such regulations may provide for all or any of the following matters, namely (a) the duties and powers of the Secretary under sub section (4) of section 3; and (b) the procedure to be followed by the Commission under sub-section (2) of section 10. Every notification issued under clause (b) of sub-section (2) of section 8 and every rule m ade by the State Government and every regulation made by the Commission under this Act shall be laid, as soon as may be after it is issued or made, before the Assam Legislative Assembly, while it is in session, for a total period of thirty days which may be comprised in one session or in two or more successive sessions, and if before the expiry of the session immediately following the session or the successive sessions aforesaid, the Legislative Assembly agrees in making any modification in the notification or the rule or regulation, or the Legislative Assembly agrees that the notification or the rule or regulation should not be 22 THE ASSAM GAZETTE, EXTRAORDINARY, JANUARY 7, 2013 made, the notification or the rule or regulation shall, thereafter, have effect only in such modified form or be of no effect, as the case may be; so however, that any such modification or annulment shall be without prejudice to the validity of anything previously done under that notification or rule or regulation.
